I don't know of any free software, but there are a few ways to do it. One way is to use a site called Fontifier. You fill out some template and they charge $9 per font. I know there was some program called Fontographer that worked pretty well, but I don't know if it's still around. I guess you could use google to look around at software and download some free trials until you find something worth paying for.

EDIT: I found a free program called FontForge. Might want to try that out.

I as well have been looking around for font making tools.
FontForge doesn't work very well in my opinion... Plus you need Linux to run it, although if you're not already running linux it would be simple to set up a virtual machine.

If you need free try out FontStruct. It's pixel based instead of vector but it's pretty flexible and might fit your needs.

By the way, it is vector based, but it works with a grid, bitmap based fonts aren't used anymore.
