That was made on Somethingawful.com by a large group of people.  If you look carefully, it's composed of tiles of a set width and height, and the balls enter through the sides/top/bottom at precise intervals.

That I hadn't noticed yet, however I did notice you could "loop" the thing by repeating it, as things exiting on one side entered on the opposite side.
